H.3078 An Act to promote better public safety and better outcomes for young adults

This bill incorporates the latest scientific research that shows us a more effective way to handle youth who are accused of a crime by increasing the jurisdiction of the Juvenile Court to 21 years of age with its stress on rehabilitation. Recent research shows that youth lack maturity, impulse control and the ability to appreciate the consequences of their actions. But, with effective methods in place, youth who have offended can become responsible adults.
