H.3499 An Act decriminalizing prostitution

This bill decriminalizes the crimes of soliciting for prostitution and any individual who engages, agrees to engage or offers to engage in sexual conduct with another person in return for a fee. In addition, it defines these individuals as victims of commercial sexual exploitation. This bill also offers access to resources for victims, caseworker confidentiality, and the elimination of the possibility of a minor being arrested for these crimes.
