The Massachusetts Anti-Shackling Law: The First Two Years

Prisoners’ Legal Services, the Prison Birth Project, and the Massachusetts Anti-Shackling Coalition
Since the Anti-Shackling Law (Chapter 103 of the Acts of 2014) passed unanimously last session, Prisoners’ Legal Services and the Prison Birth Project have been monitoring compliance to determine whether incarcerated pregnant women are receiving the intended health and safety protections.
This briefing offers legislators and staff the opportunity to hear from a variety of prisoners’ rights advocates, women who gave birth while incarcerated, and other key stakeholders on implementation efforts and what work remains to be done in order to ensure compliance.
